watershed into eco-hydrological classes; then a planner opens escape valves — draining or treating the worst breeding sites

not a claim to cure malaria. The strategy is real & evidence-based (LSM eliminated malaria from the US South & the Panama
Canal; permaculture keeps water moving; WASH breaks the dysentery cycle). The engine's role is honest: spatial labeling + prioritization.
