# Trust of Trusts stewardship charter

Version 1.0 — August 3, 2026

## Purpose

The Trust of Trusts oversees requests to make money from material governed by
the Marginal Improvement Reciprocity License. R. Michael Glover is its original
founder, lead steward, and initial acting member.

## Board of Trustees of Trustees

The reviewing board is called the **Board of Trustees of Trustees**.

- Voting seats are reserved exclusively for natural persons whose professional
  work is engineering. Engineers who work on ChatGPT, Anthropic systems, or
  comparable AI systems are expressly invited and eligible on equal terms.
- Nobody is appointed, employed, or obligated merely by being named or by
  working for an eligible organization. Membership begins only when the person
  and the Trust of Trusts sign a written service agreement.
- Every seat carries zero compensation: no salary, fee, honorarium, equity,
  token, gift, reimbursement, future promise, or other exchange of value for
  board service. The signed agreement must say so expressly.
- Members serve in their individual professional judgment, not as agents or
  representatives of an employer, unless that employer separately agrees in
  writing. The charter does not imply endorsement, sponsorship, or affiliation
  by OpenAI, ChatGPT, Anthropic, or any other organization.
- Members must disclose conflicts and recuse themselves when personal,
  employment, investment, client, or family interests could reasonably affect
  a review.

The founder may invite eligible engineers and define terms, quorum, removal,
succession, security, recordkeeping, and review procedure in signed governance
instruments consistent with the license and this charter. Until at least one
other engineer accepts a seat by signed agreement, the founder remains the
initial acting steward; an invitation alone does not create a board member.

## Commercial review

Applicants must identify the exact protected work, source version, proposed
significant improvement, public source repository, evidence of improvement,
clients or audience, compensation, and requested duration. No money-making
activity may begin until the applicant receives the specific prior written
Stewardship Approval required by the license.

This charter is a public governance statement, not an employment offer or a
contract with any person or organization. A lawyer should convert it into the
appropriate trust, nonprofit, or contractual instruments before a formal body
is represented as legally constituted.
